A visa and a vehicle are different law: the person and the car are given their terms by different authorities, and those terms need not match.

Leaves together with the person (= the visa period). The vehicle is recorded in the passport; a carnet is not required. The 730 days apply only to residence-permit holders.

For tourists without a residence permit, the vehicle stay cannot exceed the driver's permitted stay; the customs FAQ gives 90 days in 180 days. The 730-day rule applies to Turkish citizens abroad, Blue Card holders, and residence permit holders, not ordinary tourists.
Foreign nationals without a residence permit are granted a total of 90 days within 180 days.
