The customs page says this applies to travellers domiciled in a third country; for foreign nationals with temporary residence, related Croatian guidance says the validity corresponds to the residence/temporary import period, and vehicles may be used in road traffic for a maximum of three months from entry before that separate rule applies.

Temporary import of a vehicle ... for private use is approved in accordance with the provisions of customs legislation that regulate temporary imports.
