The customs page says this applies to travellers domiciled in a third country; for foreign nationals with temporary residence, related Croatian guidance says the validity corresponds to the residence/temporary import period, and vehicles may be used in road traffic for a maximum of three months from entry before that separate rule applies.

Croatian Customs Administration, "Temporary import of means of transport": the procedure must be discharged by re-export or release for free circulation "within 6 months from the moment the means of transport is placed under the temporary import procedure"; the entitlement belongs to a person residing outside the EU customs territory who uses a non-EU registered vehicle for private use. Extension is not mentioned in the text. The rule is EU-wide (UCC/DA) and Croatia applies it as a member state.
