Latvia’s customs page separately states 6 months for privately used road transport under temporary admission for non-EU residents; however, for a tourist in road traffic the CSDD registration threshold is more than three months, so the practical tourist allowance is tied to the driver’s permitted stay and local registration rules rather than a carnet-based import permit.
Commission Delegated Regulation (EU) 2015/2446, Article 217 (consolidated text): "The discharge of the temporary admission procedure in the case of means of transport and containers shall take place within the following time-limits from the time the goods are placed under the procedure: ... (c) for means of road transport privately used: (i) by students: the period they stay in the customs territory of the Union for the sole purpose of pursuing their studies; (ii) by persons fulfilling assignments of a specified duration: the period they stay ...; (iii) in other cases, including saddle or draught animals and the vehicles drawn by them: 6 months". The rule is common to the entire EU customs union, Latvia included; it covers cars on foreign (non-EU) plates brought in by a person residing outside the EU. The period is counted from the placement under the procedure (i.e. from entry), hence per entry. A carnet is not required (an oral or implied declaration at the border is enough). The possibility of extension under Article 251 UCC was not verified separately.
