This official page describes the 6-month temporary admission rule for vehicles registered in another EU Member State and non-resident owners; it does not mention a Carnet de Passages. The page also says this procedure has special cases for fixed-term stays, education/training, and cross-border workers.

Portugal has a temporary admission procedure which allows vehicles registered in another Member State to remain in the country and be used without paying tax for a maximum of 6 months, whether consecutive or not, in each 12 months.
