Temporary vehicle import to Rwanda
A visa and a vehicle are different law: the person and the car are given their terms by different authorities, and those terms need not match.

This 15-day rule is the general temporary-admission rule for a non-resident visitor's vehicle; the decree also says tourist vehicles covered under the carnet de passage are a special case.
Vehicles and goods imported under paragraph (1) shall be re-exported within a period of 15 days from the date of importation unless the importer satisfies to Customs that he or she is prevented from doing so by force majeure.
