Monaco forms a customs union with France and has been part of the Community/Union customs territory since 1968, so the EU temporary-admission rule for a means of transport for private use applies to Monaco exactly as it does to France: up to 6 months in the Union customs territory. No Monegasque customs page states a separate vehicle period — the rule is derived from the customs-union status, hence medium and not high.
