This provision is for a foreign-registered vehicle driven by a foreign citizen with temporary stay in Kosovo; it is tied to the driver's permitted stay, so for a tourist the practical limit is 3 months from entry.

A vehicle registered in a foreign state... can participate in the road traffic in Kosovo not longer than three (3) months from the date of entry in Kosovo.
