For a tourist/visitor with a passport, the allowance is 30 days per entry and can be extended once by up to 30 more days. The 7-day rule in the same text is for border-pass holders, not ordinary tourists.

For driver who hold the passport he can use vehicle in the Lao PDR not exceeding 30 days; if necessary and sufficient reason he can extend the term but not exceeding 30 days.
