Secretaria de Energia; strong state influence, taxes and YPF
Formally the market is not fully fixed, but prices have historically been politically managed and adjusted in waves following devaluation, taxes and YPF decisions. In 2025-2026, federal fuel taxes changed through a series of decrees, making `by_decree` more accurate than a universal monthly cycle for the tax component.
