Spain's Directorate General of Traffic (DGT) has published instruction PROT 2026/04, clarifying parking and overnight rules for motorhomes and campers. According to the document, sleeping inside a properly parked vehicle is not considered camping and does not incur a fine. However, deploying external elements — tables, chairs, awnings — turns the situation into camping, which is prohibited outside designated areas.
A new sign, S-128, marks authorised points for disposing of grey and black water. Dumping waste on the road is forbidden. Municipalities are prohibited from fining motorhomes and campers solely for their type; such vehicles may park in any space allowed for passenger cars.
Technical inspection intervals are specified: for motorhomes of category M — first inspection after 4 years, then every 2 years up to 10 years, then annually; for campers of category N — annually up to 10 years, then every six months. Fines for exceeding the maximum authorised mass range from 301 to 4000 euros. Spain's motorhome fleet has grown from 48,000 units in 2015 to approximately 137,000 today.
