The Madrid Assembly approved a new Tourism Organisation Law on 22 October 2026, replacing regulations in force since 1999. The law legally recognises hostels and areas for the reception and overnight stay of motorhomes, camper vans and similar vehicles. It expands travellers' rights and obligations and the guarantees that tourism businesses must provide. The penalty regime and inspection powers have been updated in line with consumer protection legislation. The law will enter into force after publication in the official gazette, with a transition period for businesses to adapt.
