Spain's DGT has published instruction PROT 2026/04, which clarifies rules for motorhomes and campers. According to the document, sleeping inside a properly parked vehicle is not considered camping if no external elements (tables, chairs, awnings) are used. Otherwise, it may be treated as overnight parking.
Municipalities are entitled to restrict parking times and locations for such vehicles, citing a Supreme Court ruling, and may prohibit camping outside designated areas.
Inspection deadlines are updated: for motorhomes (category M), exemption for the first 4 years, then every 2 years until 10 years, then annually. For campers (category N), exemption until 10 years, then annually. A new sign S-128 is introduced to mark wastewater dumping points. The fleet of motorhomes and campers in Spain grew from 48,607 in 2015 to 136,563 in 2025.
The instruction takes effect on 1 October 2026. Setting up a table, chairs or awning outside the vehicle is considered camping and carries a fine of 200 euros.
