Spain has amended its General Traffic Regulations, establishing for the first time at the national level the conditions under which a motorhome or camper is considered correctly parked. The Directorate General of Traffic (DGT) published instruction PROT 2026/04, which allows campervans to park in cities and towns on the same basis as other vehicles.
Under the new rules, parking is only considered when the vehicle is on its wheels, without open windows, deployed awnings, or other elements outside its perimeter. Parking is not considered camping if the vehicle touches the ground only by its wheels, does not occupy more space than when closed, and does not emit liquids or noise.
Municipalities can no longer prohibit the parking of such vehicles, but they have the right to impose additional restrictions, including bans in certain areas or across the entire municipality, as well as time limits. Fines for violations range from 80 to 200 euros, but in certain cases, such as on Ibiza, they can reach 30,000 euros.
