Monika and Joachim Moser rent a pitch for their caravan at a campsite in Rülzheim (Southern Palatinate) for 1,500 euros per year, equivalent to around 125 euros per month. They would like to give up their city apartment and live permanently at the campsite, but cannot do so: according to the Rhineland-Palatinate Ministry of the Interior, permanent residence requires a municipal planning basis as well as building regulations and fire safety requirements. Campsite operator Timo Koch has limited the length of stay at his site to 180 days. In Morbach (Hunsrück), long-term campers had to convert or leave the site. Under the Federal Registration Act, a caravan can count as a dwelling, but registration does not replace a building permit.
