Disproportionate burden
The Welsh government's proposed tourism levy of £1.30 per person per night, set to take effect in 2027, has drawn criticism from industry bodies. They warn that the flat-rate charge will hit budget-conscious caravan and motorhome holidays hardest.
For a family of five paying an average of £25 per night for a campsite pitch, the extra £6.50 levy represents a 26% cost increase. In contrast, a five-star hotel guest paying £130 per night would see only a 1% rise.
Industry response
The Holiday and Residential Parks Association (HARPA), the Caravan and Motorhome Club, and other trade associations are calling for a revised system with a single low rate for all campsite pitches. They argue the current proposal unfairly treats budget holidays the same as luxury hotel stays and could drive tourists to wild camping.
