Spain has split into friendly and hostile municipalities for motorhome and caravan owners after a traffic authority instruction on March 14 handed regulation to local authorities. A map compiled by ASEICAR based on a survey of a thousand motorhome owners shows that restrictions and fines up to €40,000 are concentrated on the coast, while inland, less populated areas are more welcoming.

Most restrictive zones

  • Cantabria, Costa Brava, Costa del Sol, the Cadiz coastline, and the Canary Islands are the most restrictive areas.
  • On Ibiza, a €40,000 fine was issued for parking for three days on a natural site.

Welcoming regions

  • Inland regions, including Castile and León, are more friendly to caravanning.

The Less Idyllic Side of Caravanning

The rising popularity of motorhomes and campers in Spain has led to conflicts in coastal areas and natural spaces. Registrations of new motorhomes and campers in February increased by 84% compared to the same month in 2025. Many municipalities are imposing restrictions on overnight parking due to overcrowded parking lots and increased waste, while the industry is calling for more regulated areas.

Fines up to €3,000 for improper parking of campers and motorhomes

Spanish authorities are tightening parking rules for campers and motorhomes due to overcrowding in tourist areas. Fines of up to €3,000 target those who set up furniture or create impromptu camps on public land, which is classified as illegal camping. Stricter restrictions are being implemented in natural parks, such as Cabo de Gata in Almería.

Gipuzkoa Provincial Council rejects motorhome parking project in Igara

The Department of Territorial Planning of Gipuzkoa denied the declaration of 'public interest' for a private motorhome parking project in the Igara area on non-developable land. The resolution states that neither sectoral legislation nor territorial planning considers such a facility to be of public interest, and that similar services can be located in urban areas, as already done in Donostia. The project included 80 spaces with water supply and gray/black water disposal, but authorities insist that placement on non-developable land requires a direct functional link to rural areas, which is not the case here.

Casa Lola fills with caravans and shacks amid residents' alarm

In the municipality of Sant Josep on Ibiza, the former Casa Lola estate, previously known for illegal construction, is turning into an informal settlement. Residents report an increase in caravans and makeshift shacks, as well as nighttime activity, raising concerns. On April 28, police arrested a man for attempting to illegally occupy a neighboring house, heightening security fears.

BNG Monforte calls for expansion and improvement of motorhome area

The BNG party in Monforte will present a motion at the next municipal plenary session requesting the expansion and upgrade of the existing motorhome area. The current facility, with about 20 spaces, is considered insufficient given the growth of motorhome tourism and the town's role as the capital of the Ribeira Sacra region. The party highlights a lack of basic services such as water supply, dump station, lighting, and electrical hookups, which limits visitor stays. According to BNG, inaction would mean losing economic opportunities, as some visitors are forced to move to other municipalities due to lack of space or adequate services.
