In Sinemorets, Bulgaria, a dispute continues over a plot of about 35 decares (3.5 ha) near Butamyata beach, leased through a tender to the company PEPE.BG EOOD (which manages the Gardenia campsite) for temporary placement of tents, campers and caravans. The annual rent is 6700 euros, with a 3-year contract.
The investor stated that no permanent construction is planned, and the project aims to combat unregulated camping that led to pollution. Authorities (Tsarevo municipality) confirmed the area is intended only for temporary placement under national regulations, and an operating permit has not yet been issued; the lessee must provide documents from sanitary, fire and environmental services.
However, the project has drawn criticism due to its location in Strandzha Nature Park and suspicions of a rigged tender: according to sources, both tender participants are connected, one being a former owner of the winning company. The Regional Environmental Inspectorate (RIOSV) in Burgas found violations: trenches were dug, electrical and water lines laid, electrical panels and fencing installed without approval. Tsarevo Mayor Marin Kirov stated that the site had been used illegally for camping for decades, and the new project complies with regulations.
