Dwayne Gibson, owner of Sagitawah RV Park, approached Whitecourt council in Ontario requesting that his park be allowed to operate during winters for the next five years. The park, located on the west side of town off Highway 43, is zoned as direct control, meaning council would have to approve the five-year exemption. Without the exemption, the park’s development permit sets its season as May 15 to Oct. 15. However, the park has been approved for winter operations since 2016, according to council’s agenda package. Jennine Loberg, town planning director, told council that the applicant has completed most of the town’s conditions for year-round operations, but one condition still outstanding is that permits are needed for all firepits; some of the pits may be temporarily removed for upgrades. Administration recommended another one-year exemption, rather than the requested five years.
