From 2028, drivers on multi-lane urban roads without a hard shoulder in Italy will have to clear a “virtual lane” for motorcyclists. Ignoring this carries fines of between 80 and 320 euros. A red-and-white striped warning triangle is mandatory at the rear of any overhanging load, with fines from 50 euros. From May 2026, e-scooters require a personal registration plate, and from July 2026 compulsory third-party insurance; tourists cannot obtain either without an Italian digital identity (SPID) or tax code.
