Councillors in Gwynedd raised concerns that a new visitor levy could fuel an increase in wild campervans on beaches and lay-bys. The committee discussed regulation challenges with up to 100 vans at once on Black Rock Sands beach and difficulties collecting payments from vehicles parked in undesignated areas. The levy could raise £2.4-12 million, which is proposed to be ring-fenced for tourism facility improvements.
