Councillors in Gwynedd raised concerns that a new visitor levy could fuel an increase in wild campervans on beaches and lay-bys. The committee discussed regulation challenges with up to 100 vans at once on Black Rock Sands beach and difficulties collecting payments from vehicles parked in undesignated areas.
