Naxxar mayor Kristopher DeGuara has called on authorities to strengthen enforcement in the Baħar iċ-Ċagħaq area (also referred to as Baar iċ-Ċagħaq), where, he says, caravan owners are illegally occupying public land, setting up furniture and restricting access to the coast. DeGuara noted that some caravans lack license plates and there have been reports of them being rented out.
Rules introduced in 2023 require caravan owners to obtain a permit and pay a minimum of €5 per day for coastal parking from June to September. However, the mayor stated that the council has no authority to control these permits. According to one source, permits are issued automatically by the government without council input, despite using the council's logo. The council also proposed two by-laws to designate parking areas, but they were rejected without explanation, even though similar measures are in place in Mellieħa and Marsaskala.
A petition by a local resident calling for stricter measures, including patrols and fines, has gathered over 1,500 signatures in a week.
