A planning inspector has dismissed an appeal by Mike Brett, who sought to have a Victorian waterworks building in the Hayeswater Gill Valley recognised as a dwelling. Brett had placed two touring caravans inside the building for sleeping and argued it had been in continuous use as a holiday home since 2009. Inspector Zoë Franks ruled that the need for caravans showed the building lacked full facilities for day-to-day living, describing the use as 'camping'. Local residents and the parish council contested the claim of continuous use, citing a lack of visible occupancy and previous planning refusals.
