Spain's Supreme Court ruled in 2024 that mobile homes and prefabricated houses are akin to prefabricated houses and require an urban planning license for land use. The ruling came after Agrocamping S.L. challenged a decision by the Tarragona city council denying the legalization of mobile homes in a campsite. The court stated that an activity license does not cover urban planning control, and environmental protection and the urban environment justify the refusal. It also clarified that such homes cannot be treated as trailers because their primary purpose is residence, not towing.
