The 2016 Kumamoto earthquake in Japan forced many evacuees to sleep in their cars, leading to numerous cases of economy class syndrome (thrombosis) and deaths. An 89-year-old bedridden woman died of suffocation because her caregiver could not provide proper care in the cramped vehicle. In response, Kumamoto City introduced a digital system to track car-based evacuees and prioritize medical and food assistance.
