In Vitoria, fines have been introduced for parking caravans next to official spots at the Portal de Foronda lot while using internal services without paying. Local police patrols detect such violations and issue sanctions. Previously, the free and open-access lot was used as a permanent parking for caravans, leading to complaints from residents. In 2025, authorities introduced fees and a 3-day limit.
