Spain's DGT has issued instruction PROT 2026/04, tightening technical controls for motorhomes and converted vans. Driving with an expired ITV (vehicle inspection) or unresolved serious defects carries a 200-euro fine (100 euros if paid within 20 days). Camper vans (category N) require annual inspection up to 10 years, then every six months; motorhomes (category M) require inspection every two years after 4 years, then annually after 10 years. The motorhome fleet has tripled from 48,000 in 2015 to nearly 137,000 in 2025.
