In Brief

The municipalities of O Grove and Ribadeo in Galicia are developing new regulations for parking and overnight stays of motorhomes, campers and caravans. O Grove proposes a ban on parking outside designated areas; Ribadeo bans overnight stays with deployed equipment. Fines up to 300 euros.

Two municipalities in Galicia, Spain — O Grove and Ribadeo — have simultaneously started drafting municipal regulations governing parking and overnight stays of motorhomes, campers and caravans.

O Grove

In O Grove, the draft regulation proposes significant restrictions: a ban on parking outside specially designated zones and a time limit on city streets. The authorities plan to adopt the document in May 2026, to come into force in summer. A ten-day public consultation period is currently open for citizens to submit proposals. Tourism associations Emgrobes and Aprometur have supported the initiative, noting they have been demanding regulation for years. According to some sources, the authorities are also considering a 15-year ban on new campsites in favor of glamping.

Ribadeo

In Ribadeo, the draft ordinance has been put up for public discussion. The reason is a sharp increase in the number of living vehicles: according to DGT, from 2015 to 2025 their number grew from 48,000 to 137,000. The document prohibits overnight stays with deployment of external equipment (awnings, chairs, tables), waste discharge and noise generation, except in specially designated areas. Fines for violations range from 100 to 300 euros, plus 150 euros for vehicle towing and storage.

German Federal Fiscal Court: Luxury motorhome sales can be tax-exempt

Germany's highest fiscal court has ruled that the short-term resale of expensive motorhomes is not necessarily subject to speculation tax. The decision stems from a case where a Saxon couple sold a motorhome for €315,000 a few months after purchase. The court classified the motorhome as an item for personal use, which is an exception to the one-year tax rule for private sales.
