Spain's Council of Ministers, at the proposal of the DGT, approved a major reform of the General Traffic Regulations. The document introduces new requirements for motorhomes: it is forbidden to extend elements beyond the vehicle perimeter, parking is allowed only on tires (no support on anything other than wheels), and discharging liquids from the living compartment is prohibited.
For electric scooters (VMP), a minimum age of 15 is introduced, along with mandatory helmets and reflective vests at night, with fines of 200 euros for violations. All cyclists on interurban roads must wear helmets, and when overtaking a cyclist, drivers must reduce speed by 20 km/h and maintain a lateral distance of 1.5 metres. Motorcyclists must wear protective gloves on interurban roads and closed footwear on all roads.
The reform comes into force on 1 October 2026, with some provisions taking effect on 1 October 2027.
