The Licensing Authority of Hong Kong's Home Affairs Department published two updated guidelines on 29 June 2026, simplifying the licensing process for guesthouses, campsites and campervan lots in rural areas.
The documents ease fire safety and building code requirements. Remote sites without fire hydrants may use alternative measures such as portable fire extinguishers and self-contained smoke detectors. For buildings constructed before 1961, flexible assessments of structural safety, fire resistance and ventilation are allowed.
Deputy Secretary for Home and Youth Affairs Leung Hung-ching said the guidelines offer clearer and more flexible criteria, with each application assessed individually. The measures aim to promote thematic deep tourism as part of the policy announced in the 2025 Chief Executive's Policy Address.
