The village of Hakuba in Nagano Prefecture has issued a notice to owners and users of trailer houses regarding proper management and installation. A trailer house is treated as a vehicle only if it remains in a state that allows it to be moved at any time at the owner's discretion; depending on how it is installed and used, it may be deemed a building and thus fall under the Building Standards Act. Owners are required to ensure such mobility, proper connections for electricity, gas, water and sewage, an access route from the site to the public road, and to check necessary procedures such as building confirmation and landscape notifications. Operating commercial facilities such as restaurants or accommodations may require permits and notifications to relevant authorities. For individual cases, the village directs inquiries to the Omachi Construction Office.
