The dispute
Gyeonggi Province special police have opened a case against Seongnam city officials over the operation of an unregistered auto camping site in Yuldong Park. The city argues the site is a park facility, not a private campground, so Tourism Promotion Act requirements do not apply.
Opposing views
Civic groups counter that the site exceeds the permitted area and cite ministry interpretations and a similar case in Daegu. The city is pushing a zoning change for the site. An official interpretation from the Ministry of Culture, Sports and Tourism is expected.
