A regulation adopted last September bans placing tents and caravans in Kara Dere as of April this year. About 50% of the beach area is occupied by such objects. Fines range from 500 to 1,000 leva, with repeat offences from 1,500 to 3,000 leva; damaging dunes carries fines of 10,000 to 30,000 leva. Owners have been given a deadline to remove their property voluntarily, otherwise it will be forcibly removed.
