A federal judge ruled that San Diego is justified in fining homeless individuals living in RVs for overnight parking on city streets, rejecting claims that the designated safe parking lot is unreasonable. However, Judge Daniel Butcher also found the city in breach of a 2024 settlement by failing to complete promised upgrades at its Mission Valley lot, including water, electricity, toilets, and showers. Only one of 16 required improvements has been completed in two years. The city must submit a plan, budget, and timeline by May 29.
