Measures to stimulate RV consumption
10 Chinese agencies, including the Ministry of Culture and Tourism and the National Development and Reform Commission, issued a document on measures to stimulate RV consumption. The document includes nine measures covering the entire consumption chain: improving supply quality, optimizing registration, scrapping and driver training, ensuring passage and parking, developing campsites, improving tourism products and services, rental, financial support, consumption promotion activities and safety responsibility.
Key provisions:
- Abolition of mandatory scrapping for non-commercial small and micro RVs.
- Extension of rental RV service life from 15 to 25 years, and trailer caravans from 15 to 20 years.
- Simplification of obtaining C6 licenses for towing caravans and an increase in the number of exam points.
- In 2026, national rules for land allocation for campsites were introduced for the first time, including the possibility of using unpaved surfaces and long-term leases.
- Recommendation for regions with car purchase restrictions to shift focus from purchase management to usage management.
According to Qichacha, as of September 18, 7,804 RV-related enterprises were registered in China. In the first half of 2026, RV registrations grew by 32.6% to 12,153 units, with the share of campers reaching 43.7%. In 2025, RV sales exceeded 20,000 units for the first time, sales of campers for short trips grew by 85.61%, and new energy RVs by 229%.
