How to read the plate

A Brazilian Mercosul plate is written without spaces: three letters, a digit, a letter and two digits (BRA2E19); a blue band on top carries BRASIL and the flag, with a QR code and the letters BR on the left. Neither state nor city is shown, but the first three letters come from ranges allocated to each state, so they reveal the state of first registration — the combination stays with the car for life, even after a move. The original state ranges: AAA–BEZ Paraná, BFA–GKI São Paulo, GKJ–HOK Minas Gerais, HOL–HQE Maranhão, HQF–HTW Mato Grosso do Sul, HTX–HZA Ceará, HZB–IAP Sergipe, IAQ–JDO Rio Grande do Sul, JDP–JKR Federal District, JKS–JSZ Bahia, JTA–JWE Pará, JWF–JXY Amazonas, JXZ–KAU Mato Grosso, KAV–KFC Goiás, KFD–KME Pernambuco, KMF–LVE Rio de Janeiro, LVF–LWQ Piauí, LWR–MMM Santa Catarina, MMN–MOW Paraíba, MOX–MTZ Espírito Santo, MUA–MVK Alagoas, MVL–MXG Tocantins, MXH–MZM Rio Grande do Norte, MZN–NAG Acre, NAH–NBA Roraima, NBB–NEH Rondônia, NEI–NFB Amapá. Series starting with N, O, P, Q, R, S, T and U are handed out to states in small blocks as needed (RIO, for instance, went to Rio de Janeiro), so they need the full list.
