How to read the plate
A Paraguayan MERCOSUR plate (since July 2019) has four letters and three digits: AAMO 061, with a blue band on top carrying PARAGUAY and the flag. The department is not shown. Nor is it on the national ABC 123 plates (2000–2019) that are still valid; in that system the A and B series were mostly issued in Asunción and the other letters by regional offices, but not strictly.

History
Until 2000 plates were issued by municipalities: in 1982–2000 the format was “A 123456”, the letter marking the department (Asunción used digits only); in 1967–1979 it was “C 11-1234”, with a category letter and the department's number; before that there was no common system. The letters S, T and U are linked to the 1992 reform of the departments. National ABC 123 plates were issued from 2 October 2000, MERCOSUR plates from 1 July 2019.
