Three Rivers District Council approved a change of use for land north of Toms Lane, between Bedmond and Kings Langley, for four gypsy pitches. The decision, passed 10-1, was based on the argument that the rights of Romany Gypsies outweigh green belt protection. Conservative councillor Oliver Cooper was the sole opponent, warning that such developments would eliminate the green belt.
