In Brief

Japan's government now officially supports those who stay in cars or at home during disasters. Ibaraki Prefecture is revising its plan to follow the new national policy.

In June 2024, the Japanese government amended its basic disaster prevention plan, officially recognizing the need to support people who cannot or do not want to evacuate to special shelters. The new policy involves creating small community-based support points where food, water, and information CAN be provided.

Notably, after the 2016 Kumamoto earthquake, about 40% of residents spent the night in their cars, leading to cases of thromboembolism.

Following the national amendments, Ibaraki Prefecture is revising its regional disaster risk reduction plan. The changes expand the activities of disaster welfare teams: their support now covers not only evacuation centers but also vulnerable individuals staying in motorhomes or sheltering at home.

This follows a proposal that would have affected vehicles towing a trailer or with a special loading device, impacting approximately 4,700 vehicles in Germany. The decision aims to reduce costs and legal uncertainty for private users, with industry associations calling for swift national implementation.
