A Yomiuri Shimbun survey found that 70 out of 109 major municipalities in Japan have not created manuals for managing vehicle overnight stays (車中泊) during disasters. The 2016 Kumamoto earthquake and the 2024 Noto Peninsula earthquake caused widespread health issues from vehicle sleeping, including disaster-related deaths. The Cabinet Office urged municipalities to develop manuals covering evacuee tracking, parking space demarcation, and vehicle access. 75 municipalities have not secured spaces for vehicle overnight stays, and over half cited space shortage as the main challenge.
