How to read the plate
A Montenegrin plate starts with the two-letter code of the municipality — each of the 25 municipalities has its own: PG for Podgorica, NK for Nikšić, BD for Budva, KO for Kotor. After the code comes the round red coat of arms, then two letters and three digits (NK AA034). The series does not use I, O, Q, W, X or Y. On the left is a blue field with MNE, without the EU stars.

The current plates have been issued since 6 June 2008. Before that, Yugoslav plates in the format «PG 123-45» carried codes of the larger towns only; since 2008 every municipality has its own code. The newer municipalities — Petnjica, Gusinje, Tuzi and Zeta — got codes after they were created; until then their cars were registered under BA, PL and PG.
