How to read the plate
A Philippine car plate has three letters and four digits (CCK 6781), with a QR code at the lower right. The first letter shows the region where the car was first registered: N, P, Q, T, U and X for Metro Manila, C, R and W for Central Luzon, D and O for Calabarzon, and so on. The number does not change when the owner moves. The letter S is reserved for government vehicles, and the newer Negros Island Region and BARMM have no letters of their own.

History
In the 1981 series the first letter also stood for the region, but the allocation was different: for example, A covered Ilocos together with the Cordillera, and W and Z were Manila. The 2014 series used continuous national numbering without a region. The 2018 series brought regional letters back, and in 2023 the series rules were unified.
