How to read the plate
The new Iraqi plate reads left to right: the letters IRQ on the left strip (plus a small KR in Iraqi Kurdistan), then the two-digit governorate code, a Latin series letter and up to five digits: 14 G 34567 is Basra. Governorate codes run from 11 to 29: 11 is Baghdad, 14 Basra, and 21–24 Sulaymaniyah, Erbil, Halabja and Duhok.

Governorate codes were introduced in Iraqi Kurdistan in April 2022 and in the rest of Iraq in June 2024. From 1988 to 2024 the plate carried the governorate name as an Arabic word instead of a code (the 1988 and 2008 patterns), while Kurdistan had plates of its own.
