How to read the plate
A Kuwaiti plate has two rows: a one- or two-digit code with دولة الكويت on top, a large number of up to five digits below, and KUWAIT written vertically on the left. The upper code is the vehicle category, not a region: 1–89 are private, 90–99 public (91 transport, 92 buses, 93 taxis, 95 goods export). Kuwaiti plates carry no region.
Region codes
Plates in this country do not show the region — you cannot tell it from the plate.
History
Kuwait has issued plates since 1950; the formats have changed since then, but none is known to have shown a region. The current design dates from 2008.
