EAU is the international code of the country of registration.

No region code

You cannot tell the region from this country's plates.

Series and number

Letters and digits — the registration itself.

A Ugandan private plate has black characters on white: U, two more letters, three digits and a letter (UAG 679C), with the flag and a small hologram square on the left. The series is national, issued by the revenue authority URA, and shows no region. Government plates read UG + number + a ministry letter — those are ministries, not regions.
