Manual de Reformas — Spanish vehicle reform manual

Manual de Reformas (Manual de Reformas de Vehículos del Ministerio de Industria) is the official Spanish document that classifies and regulates every approved modification on a registered vehicle. For camper builders it lists the reform codes applicable to camperization.

Each reform code has an exigency level: L (low — no further paperwork), I (intermediate — engineer's stamp or workshop certificate), or GI (high — full engineer's project plus ENAC lab report). The current edition dates from 2021 and is available on the Spanish Ministry of Industry website. Camper builders must identify the applicable codes (electrical installation, gas, structural openings, use-class change) before starting work.
