Under Spanish and Portuguese law, "estacionar" (parking and sleeping inside the vehicle) and "acampar" (setting up camp — chairs, table, awning, visible chocks) are two different legal situations. Parking is generally allowed; camping outside an authorised campsite is usually banned. The distinction drives fines and tow-aways.
Golden rules: all wheels on the ground, stay within the parking bay, do not deploy furniture or an awning outside. Some Spanish municipalities (Sant Jaume, Lloret, several beaches) restrict motorhome parking further with local ordinances. Portugal's updated Código da Estrada (article 50.º-A) bans overnight stays in Natura 2000, protected and coastal planning zones; outside these zones up to 48 h is generally permitted if no local ban applies.
