Ordenanza municipal is the by-law approved by a Spanish town council that regulates public-space use, including motorhome and camper van parking and overnight stays. It has local legal force and takes precedence over generic state regulation.
It is the most fragmented source of problems for Spanish motorhome travellers: each of Spain's 8,131 municipalities can independently ban, restrict, or regulate overnight stays in campervans or motorhomes. Known cases include Sant Jaume d'Enveja, Lloret de Mar, Cadaqués, and various Balearic beaches. Always check the ayuntamiento's digital notice board (sede electrónica) before planning a route through a particular town.
