How to read the plate
The federal Somali plate has two lines: the letters SOM, the national arms and the country's name in Arabic (الصومال) on top, then two Latin letters and four digits below (AD 4657). There is no region code. Somaliland and Puntland issue their own plates bearing their names (SOMALILAND, PUNTLAND plus Arabic text) — these are separate systems, not region codes.

Plates in this country do not show the region — you cannot tell it from the plate.
History
When the current federal design was introduced is unknown. In the Italian colony (1913–1941) plates read SOMALIA, then SOM, and in 1937–1941 AOI plus SOM. Somaliland has issued its own plates since 1996/2005, Puntland since 1998.
