How to read the plate
A Guinea-Bissau plate has four digits and two Latin letters: 1133 CC. On the left are the national flag and RGB below it. According to the German Wikipedia the two letters have stood for the region since 1989, but no list of codes is given anywhere and on photos the letters look like an ordinary series — so the region cannot be read from a current plate.

History
According to the German Wikipedia, the current format dates from 1989. Older plates ended in the letters of the province: CA for Bissau, E for East, N for North and S for South Province. These codes are known only from a collectors' source, and the dates of use have not been established.
