A non-operating park is the Ontario Parks designation for a provincial park with no developed facilities or staff. Camping may be allowed at many non-operating parks under Crown-land rules, though rules vary by individual park — some prohibit camping entirely. No fees, no reservations, no services, sometimes no marked sites.

About 270 of Ontario's 340 provincial parks are non-operating. They protect the land but do not run services. Used by paddlers, hunters, and backcountry travellers. No bookings; permit rules vary by park and residency status — non-residents should verify with Ontario Parks before arriving. Carry-out etiquette is essential — there are no garbage cans, toilets, or rangers.
